Illinois fracking registration off to slow start

SPRINGFIELD, Ill. — Two months since Illinois enacted rules for high-volume oil and gas drilling, no company has applied for a state permit to put hydraulic fracturing to use.

The (Springfield) State Journal-Register reports Denver-based Strata-X Energy registered Nov. 14 with the Illinois Department of Natural Resources. But the company hasn’t formally applied to begin so-called fracking.

The Illinois Oil and Gas Association’s Brad Richards believes the slow response may be because of the state’s delay in adopting regulatory rules, as well as low oil prices that may have discouraged energy companies.

Strata-X’s chief financial officer, David Hettich, says the company holds oil and gas exploration rights to 67,000 southern Illinois acres. But he says the company still is working through how to best manage the complicated fracking rules.

  1. Probably a hitch in both permittis to drill and the state regulatory agency with oversight on both the permits and regulatory oversight. In the Commonwealth of PA, the PDEP in 2009 was “rubber stamping” drilling permits and got investigated for doing so. In the State of Ohio, the ODNR was so short of staff to inspect hrdaulic fracting perations and completions as well as the 85,000 pre existing vertical wells for design, abandonment and monitioring. Only recently has other states ( except New York) like North Carolina in 2014 implemented oil and gas fracting laws. Illinois is no exception to getting into it late. Ohio was the first state to complete a hydraullic fraction well in 1950 in Hartville, Ohio.

  2. Give it some time. There are thousands of acres under leases that don’t expire until 2017. Then there are the 2 year extension options on top of that.
